1. Fill out the Application for Replacement Certificate of Title
2. The fastest route is to head into the nearest DMV location with your signed paperwork and a check or money order for $25 (fee as of 02/09/17), otherwise you can mail in your form to the address below with a check or money order, although it can take up to 90 days for processing through mail:

If you are transferring your title from your lienholder (you’ve finished paying off your loan) you need to send in the form from step 1, your check for duplicate title, and a signed lien release from your lienholder.
